The HKSAR Government recently announced its decision to impose emission cap as part of the license renewal. When is a CAP not a CAP? When it is set higher than existing average.
The work CAP in this context is meant as a limitation, designed to impose restrictions and REDUCE emissions. However, the HKSAR government has decided to set the sulphur emission CAP at 1%, interestingly that is 0.5% higher than last years emission average.
HKSDF believes that EPD is grandstanding, setting a CAP higher than the average emission is a futile exercise. The evidence for the improvement of public health resulting from lower sulphur emission has been clearly expressed.
